The Zoning Division administers zoning and subdivision regulations as adopted by City Council.  These regulations address every aspect of how a property is developed and used including building location, size and height, parking, the allowed hours of business activity, the preservation of trees, landscaping requirements, signs, affordable housing, the subdivision of property, construction of new streets and other related matters.  

The City’s zoning ordinance, first adopted in 1931, has grown in its scope and complexity and continues to be amended to respond to various development and land use issues in different parts of the City.  Currently, the zoning ordinance consists of 48 base zoning districts, 14 overlay zoning districts, 22 Old City height districts, 70 Planned Unit Developments, and 4 Neighborhood Districts.

The Zoning Division administers two Boards of Zoning Appeals.  The zoning staff spends a tremendous amount of time working with Board of Zoning Appeals applicants, providing public notice of pending applications, communicating with the residents, neighborhood associations, special interest groups and other interested parties, and formulating recommendations to the Board on each application.  The Zoning Division also administers the City’s Technical Review Committee and coordinates the review and approval process for subdivisions through the Planning Commission and Plat Review Committee.

M-F, 8:30 a.m. - 5:00 p.m.
Closed Saturday and Sunday. 
(includes permit issuance, business licensing, BAR, Zoning, and code review).
