Glossary of Common Terms
  • Dwelling unit: one or more rooms arranged for the use of one or more individuals living together as a single housekeeping unit
  • Primary residencedetermined by the state 4% legal residence property tax exemption
  • Accommodations uses: commercial uses to provide living or sleeping units, for remuneration, to one or more individuals where the intended and/or usual occupancy would not exceed 29 executive days
  • Old and Historic District: a designated historic district located in downtown Charleston. Boundaries can be found on the City of Charleston Board of Architectural Review web page.
  • STR Overlay Zone: a zoning district in downtown Charleston within the Cannonborough-Elliotborough Neighborhood where commercial STRs are allowed as a conditional use on commercially zoned parcels
  • Customer Access Portal (CAP) Account: enables citizens to submit, pay, and track applications, permits, business licenses, inspections, and code violation complaints online 
  • Floor plan: a drawing to scale, showing a view from above, of the relationships between rooms, spaces, traffic patterns, and other physical features at one level of a structure. Dimensions are usually drawn between the walls to specify room sizes and wall lengths.
  • Site plan: a drawing of a property as seen from above, including, but not limited to, a north arrow, grand tree locations, and date.  They show proposed improvements with exact size, shape, and location of all existing and proposed buildings and structures, parking areas, driveways, walkways, and patios.
